State and local governments are
undergoing a transformation in order to service their stakeholders,
constituencies and communities better. This shift to a Digital
Government perspective, where information is available on demand, not
when supplied, and effectiveness is measured in terms of service
necessitates that information technology (IT) be lifted from a
supporting service to a strategic enabler for the organization.
The IT
departments within state and local governments have traditionally been a
tactical function, responsible for simply automating existing functions.
Today, however, IT's role has become strategic; they will enable the
change to Digital Government. To do this, IT itself must be transformed
into a service organization, one which actively solicits input from the
departments, agencies and governmental organizations it serves.
